Background/ Context of the Programme/ Technical Assistance Requirement


In 2010, the Scaling Up Nutrition (SUN) Movement was launched globally to support national leadership and collective action to scale up nutrition. The Government of Pakistan joined the SUN Movement in 2013. The inter-sectorial SUN platform convenes under the leadership of the Ministry of Planning, Development & Reform/ Planning Commission at the federal level. The Chief Nutrition Planning Commission acts as the SUN Focal Person in Pakistan. The Ministry of National Health Services, Coordination and Regulations plays a key role focusing on nutrition specific and sensitive interventions. The Ministry of Food Security and Research supports household food security efforts, working towards an improved diet through improved access and utilization of foods. The water and sanitation sector is a key contributor to aim for improved access to water, improved sanitary and hygiene practices as a key prevent infectious diseases, a significant contributor to high levels of malnutrition. In a similar way, the education and social protection and women and development are crucial as well.

SUN supportive networks in Pakistan include, the donors, UN (UNICEF, FAO, WHO, WFP) and CSO, Research & Academia and the Business Networks are intended to technically support scaling up nutrition, support the policy ad strategy dialogue, and provide technical and financial assistance and facilitate key and cost effective interventions, support research and evidence generation.

For the effective coordination for all these networks and SUN related activities, it is critical to strengthen the SUN secretariat at national level and to establish SUN Units at provincial levels with optimal technical and financial resources to ensure effective coordination among different sectors. In Azad Jammu & Kashmir (AJ&K), the state level SUN Unit will be established at the P&DD (Planning and Development department).

2. Goal/ Objectives

To ensure coordination among the SUN networks, State Government Departments and the key stakeholders through the provision of technical support and assistance.
Technically support the development of relevant inter-sectoral policy framework and legislative instruments for the scaling up nutrition in AJ&K.
To prepare and support development of draft reports/ documents.
To support preparation of sector specific action plans for improving malnutrition.

3. Activities and Tasks/ Work Relationship

Under the direct supervision of the AJ&K P&DD Nutrition Focal person, provide support in the implementation of the activities under SUN initiative including UNICEF supported activities in Nutrition programming in AJ&K.

Draft policy papers for multi-sectoral implementation of nutrition specific and sensitive activities at region level in close collaboration with Nutrition Cell, DGHS office and development partners.
Provide technical support to the Govt. of AJ&K  in implementing nutrition specific and sensitive interventions.
Mapping of inter-sectoral nutrition (Specific/ sensitive) interventions at district and provincial level in consolidated form with regular updates.
Ensure regular, efficient and effective coordination among the SUN networks, provincial government departments, DG health and other stakeholders engaged in the ongoing SUN interventions in the province.
Drafting and dissemination of SUN related letters, notifications, power point presentations and meeting minutes among all stakeholders.
Prepare monthly activity reports/ documents and share with concerned authorities on regular basis.
Prepare reports on inter-sectoral policies, strategies and activities specifically with SUN approach.
Any other work assigned by ACS(D) /Secretary P&DD with respect to Nutrition related activities.

Draft Policy papers are ready.

Review of Sectoral PC-1s for nutrition component implementation.

Implementation follow-up of the Intersectoral Nutrition Strategy.

Coordination meeting minutes with key Government  Departments and stakeholders for nutrition specific and sensitive interventions

Monthly activity report and quarterly Inter-sectoral bulletin.

4. Proposed Fee schedule

PKR300000/ per month excluding travel costs per month

Subject to the availability of funds from the donor organization (UNICEF)

Secretary P&DD, AJ&K / Chief Health P&DD AJK

7. Qualification, Knowledge, Skills and Experience

Master Degree in Community Health/Community medicine/Public Health/ Nutrition.
At least 7 years’ full time job experience
Experience in multisectoral nutrition interventions in public sector will be preferred.
 Excellent written and verbal communication skills in English.
Creative thinking, drive for results and strong commitments.
Good inter-personal relationship skills even in diverse work environment.
Ability to work in a team.
Computer skills including word processing. spread sheets etc.
Excellent experience in planning, monitoring and evaluation of development activities.
